A common problem I think.  My TR1 had the same fault, cured by replacing the starter clutch.  I have heard of people getting the clutch welded up.  I guess if you are careful with the trottle when starting up this might be ok.  My new starter clutch was about £80 some years ago.  So welding might be worth a try!

I've been quoted 60 quid for new starter clutch assy kit. The feller couldn't be sure what was in the kit though! Still, I think this is the way to go - cheers..
